We moved to saying: "Everyone of these kids has a value which is going to be a contribution to Australian society"... That became translated, through the Agenda - the National Agenda for a Multicultural Australia - as economic efficiency, productivity. Because it was about placing a dollar value, rather than a value which says there is inherent worth in the skills and talents, the diverse skills and talents of all Australians in this community. So we moved from the people focus to an economic focus.
