Well I think obviously there was a shift of emphasis (during the Fraser Government years) in a sense that there was the emphasis on what we call, say, the cultural activities, namely organise yourself about - say your language, your dances or theatre or whatever. But that ought to be kept separate from, say, the big issues, the economic issues, that sort of thing. There was a definite shift to this cultural pluralist from structural pluralist. There's no doubt about that.
